The conversations and correspondence which I have had with Sir. J. Jordan on the subject of my appointment had a very different obje ct in view. I wae anxious to remove from his mind an opinion on the subject of such appointments which
he had expressed at our first interview that the time for
Advisers had not arrived, and that they would involve an un-
necessary expenditure, which he was instructed not to en-
courage. This seemed to me an opinion which would be pre-
judicial to the interests of China should Sir J. Jordan
advise the Government in that sense, and one which would be also prejudicial to my om interests, leading him to oppose my appointment were he approached on the subject; I en-
deavoured therefore to get him to take a broader view of the
question, more especially after Dr. Morrison's appointment,
when I pointed out that the time for the appointment of a Legal Adviser had most certainly arrived. The only direct
request which I made to Sir J. Jordan was for an introduc-
tion to the then Premier soon after my arrival; but on his
pointing out to me that his instructi ons did not permit it
as it would appear as if he was supporting me I immediately withdrew my request.

With regard to the instructions to Sir J. Jordan the
despatch under reply omits to refer to the fact to which I
took and still take most serious objection. When I first saw
Sir J. Jordan his instructions appear to have been general;
but they were followed by others personal to myself, which
were apparently sent out soon after I left Hongkong, for
they were referred to by Sir J. Jordan as "recent". In the
cir cu me tances conrected with my probable (not "hypothetical")
appointment they can only be called secret instructions. In those circumstances I was entitled by every principle of
fair dealing to know of them at once; and it is much to be
regretted
